Unable to complete "To Pasara Altar"

While doing the quests in Sanctuary I collected all five of the keys and then got the quest “To Pasara Altar” which says to talk to Bishop Aurelius. He does not show up in Pasara Altar or any other part of the map and I am unable to continue with the questline. Interacting with the marbles in the room does nothing even when having all five keys. Clicking on the keys also does nothing.

I had entered the altar earlier and already killed Naktis before being prompted to go there, which might have broken the quest sequence.

You cannot abandon the quest to restart it and leaving the zone and coming back did not help.

You have to interact with the orbs in the correct order. They’re supposed to be colored, but I can’t see the color, so I just used trial and error.

I’m not on the quest (The Secret at the End) to actually use the keys yet so the orbs/keys do nothing. I’m on the quest before that, but Aurelius is not there to actually start any of the quests.

The Bishop showed up when I used the book after the maintenance and I was able to finally complete the quest chain.
