I keep getting an error :
"Failed to download list file. Please try again as adminstrator.
updater/patcher.version.txt (1090)"
Anyone have any idea what to do? I’ve tried running steam as adminstrator, and it didn’t work
EDIT: FIXED. Not exactly sure what i did honestly but its fixed
We are so sorry for the inconvenience and fully aware of the issue regarding login, I would like to ask you to re-install client file or try to verify the cache files throughout ‘Steam client’. Feel free to tag me if you need any help 
None of this works. I verified and I also cleared out the patch and temp files folders. The patch hits 97% and fails to download the file. Before clearing the patch/temp it would fail as soon as you launched the client.

Try to delete steam first then download steam and re-install it, it maybe work. Dont delete games so soon.
