Pyromancer buffed with Enchant Fire will get damage from Elementalist Rain in pvp?

Why energy bolt/ice bolt have 2 lines of damage? Judging on description of those skill there should only 1 number of dmg on hit but there 2. I dont have on my char any additional damage gear and this 2 lines of dmg effect applies from 1 level wizard.
