They did say this so only these countries should not be able to play.
Though, I would guess they have somehow the IP of everyone that sign up and would automatically revoke the right for a key for everyone in those countries. Though, I could be wrong.

Try to find out about any potential local publishers first. Next, check if you followed the instructions correctly or have router problems.
