Why would we need to download another set of additional file just because we have the founder DLC “not installed”

If you dont own it you dont need additional files other than game core files.
Ok ,so what I meant is ,I used my alternate IDs to install ToS in my favourite LAN shop . So being an alternate ID ,it doesnt have Founder Pack DLC at all.
But when I launched the game through my main ID, I needed to download another new set of file just to play .
