Does toy hammer work with clones? would that mean id be exploding it once every two hits? and 2 explosions with one shooting star?

What does the weapon hit for on explosions, does it scale? For single target is it pretty useless? Or is it more meant for shield shinobis? I usually see Shinobis with +9-12 Catacombs Blade or a Spear.
