what are the skills with the “O” icon on the top left of their icon? are these starter skills u can use even with 0 points in it?
It’s a “Overheat” skill, this kind of skill can use many time before it’s go on Cooldown.
For example, Ranger skill [Barrage] it’s have 15 sec cooldown but you can use it 3 times before the 15 sec cooldown kick in.
or another example, [Twin shot] of Archer C3 can use 4 times in a roll.
If you use it’s only 2 time, cooldown will not start but it’s will slowly recover it’s charge over time, like 3 sec per 1 charge.
Difference overheat skill have difference of charges it’s can be use.
it means those skills have overheat, which means they can be used at least two times before it goes on cooldown

TOS Base is pretty terrible. It doesn’t list how many overheats each skill has which is important.
It also doesn’t list class / rank specific passive attributes you gain, but yeah use it.

o now that i think about it do you lose the passives if u change class?
you get all the charges back in time equal to skill CD. So staggering overheat to use skills more often wont work.

You dont technically “change” class, you retain your old class and add on top of it. And no you dont lose passives from your earlier classes/ranks
