its a tooltip change though.
I actually got fooled by this tooltip when i first bought it. This is a nice clearup.

Yes everything listed in the “tooltip” section is just a change in the skill/art description without any concrete change in the skill/art.
Oh they just added this… anyway thanks to their dedication improving tool tip.
