They’re sending one more final round of keys to the top 1000 players who had authenticated their Steam account before 8/8/15, 2:00 AM EDT. Which, as of right now, is an hour ago.

how I read it is

  1. 3,000 more keys sent out between 9am and 10:30am EDT on the 7th

  2. another 1,000 keys sent to top 1,000 character levels at 11am EDT on the 7th

  3. more undetermined amount of keys sent out sometime after 2am EDT on the 8th as long as you’ve logged in and authenticated your steam by that 2am EDT on the 8th.

Whatever the case, they’re sent already. So if you didn’t get one, then that’s that.
