i dont think loading screen is a bad thing to add more.
im sure they have many division and departments.
they wont ask graphic artist who create the loading screen to fix a bug that involve coding or something.
or, they wont fire or ask graphic artist to rest or sleep or go on holiday because the game had major bug that need to be fixed.
so while certain people working on the bug, the other certain people make more loading screen. its not they stop fixing bug because they want to make more loading screen.
