So basically this is Hue nation according to CIV data:
haukinyau is the leader of the Huekingdom in Civilization X. He speaks Hue. (Though his first language was Filipino, Thai, Bahasa or wherever he is from, he knew how to speak Hue as well.) He is seen standing on the fire of TOS forum. Concept art showed him holding a keyboard.
Capital: TOS forum.
