what requirements do i have to meet?
If I’m not mistaken you need 36k attribute points + the book to enhance each level up to level 10.
So each level will require you to have 36k points + the book.
The base enhance attribute needs to be 100 before you can start leveling arts enhances.

It only needs to be 65, but yes, there is a level requirement.
