Can you imagine the pain in the ass to “rollback” only who abused the exploit avoiding cause trouble to who is innocent?
Now imagine if they did roll back the whole thing, you would lose your levels + EXP, silver and items you got while farming or leveling and the silver you might had earned from market by selling something (but recovering the item you put to sell).
I know IMC do lots of idiotic stuff, but at least in this case, they took the long way to avoid more issues and problems to who is not involved, I will give credit to then for that.

Thing is: Silute and Klaipeda are the most populated servers in iToS, while Telsiai, Orsha, Fedimian and Varena are smaller in comparison, their population isn’t even close to what we have in Silute and Klaipeda together, so they are working harder to fix those two, the other servers are already running no problem, just be patient, there’s nothing else we can do, only wait.

Naw, I think they are hunting for the people who obvously abused it and are ban hammering them. I mean if the other servers came back up already and klai is still down, thats about all I can think they are doing.
