The thing that really kills RO is the whole bunch of pirated servers + Bots as well as the market trend of F2P games emerging from the market and 3D MMO.
Please don’t lie to yourself, some of us Botted in RO and most of us played a pirated server for at least once due to the even more grindy and lowered drop rate of RO when F2P/P2W RO server was announced.
I played on a PKServer with warp & fly wings disabled before P2W server. We love bots and KSers. They are free to kill.
I thought of something… This may be a crazy idea, but how about if you try and duel someone, if they dont hit deny or accept within a certain amount of time, its auto accepted and you can kill them… This would make it risky to go afk without logging out, but then people can police bots themselves and would make the game a little more interesting 
Of course, there needs to be a way that bots cant hit deny with the bot… Might not work as i imagined.
Another way is to get player appointed guards that have the power to put people in an in game jail if they are botting or exploiting the game. This was done in darkages and it was awesome.
1st) last time I checked iRO is still runnning, so not dead yet even after 14years?
2st) Would go as hard as to argue that bots are what keeps RO alive, not killing itt.
Yeah sure they are annoying and not a pretty sight, but immagine how expensive all the low lvl cards would be if it weren’t for bots. I played iRO alot, and also played some private servers, and some low rate private servers had really good anti bot systems in place (better than iRO) and they were almost bot free, the market was broken, mvp gear was cheap, thara cards and alike were expensive (because no one wanted to hunt that crap)
Anyhow back to the topic, no matter what you do there will be bots, no mmo ever managed to stay completely bot free. Best way to fight against bots, is to prevent the incentive for bots. Most importantly, prevent RTM. Yeah sure there will be a bot or two, but you will not have a bot plagued game if there is no incentive to bot.
PvP and dungeon leveling system. Once you reach level 200 or something, It will scale everyone (in stats) to level 600 (you may get extra bonus points on your own) for both PvP and dungeon. Having higher level of skill points will benefits, but at least low level dungeons will not be dismissed.
If a game is good, it would not be affected more or less by pirate servers.
There are WoW pirated servers as well. I has more to do with management, and their decision on game.
