I forgot to mention something extremely important.
Most people try to get the most damage out of skills by getting better gear or stats, while the real and most effective way to make a skill strongers is upgrading its damage attribute, for example you can make cyclone deal 100% more damage if upgraded fully, and it will only take silver, not time or planning ahead, specially now with the upcoming changes to instant learning attributes.
Choose your main damage dealing abilities close your eyes and go for it. I would even invest on this first and then gear, unless your planning to use another char of course. That way if you end up reroling at least you can sell your gear of give it to your other char.
If you ask me i would max 100 for Cyclone > Cartar (so you can 1 or 2 shot those pesky plate mobs) > Skyliner > Crosscut > Moulinet in that order.
Of course if youre rich you can max everything and also donate me some money so i can max mines
