i can’t even play , because of this disconnection problems 
, my internet is fine and i verify game cache every time i want to play , anyone else with the same problem 
Did your steam disconnect when you got disconnect from tos? Bec i do
My com is running win 10 so there are updates running in background which may hinder tos.
What i did to fix it : I verify that windows are up to date as well as antivirus and windows defender. Add tos into firewall and antivirus exclusions list
