I’m still with this problem, things I already tried:
Re-download the game;
Edit user.xml;
Verify integrity of game on steam;
Delete ips files and repair instalation;
Did all this things and the game still gives me the error message

Doesnt work for me 
same, tried everything… nothing works
I closed the game and I can not log in again.
All procedures that worked before are not effective.
Please resolved soon.
Warning: Perform Game Download again does not solve the problem.
Same error for me, and i re downloaded, 
99% of us reporting this issue here have not changed anything in the game folder and tried reinstalling the game and still getting this bullshit error.

not when they are saying there is nothing they can do. They are the ones who implemented this broken fix.
The way they put it is like we are the ones at fault and their code is 100% working flawlessly as intended.
there has to be something they can do, because I did all they said.
I reinstall the game and all and I still can’t play it…

I fix it with Verify Integrity of Game Cache on steam:
it re download 1 file for me and now is ok.
Guys, I got it fixed by changing my 10725_001001.ipf file to the one of a friend who got the game working, maybe it was a coincidence, so anyway, if anyone can do that to confirm it would be great!
i only went to steam and “revalidade” the files, and goes well
so i finaly got it fixed by changing the resolution mode to 0 in user.xml while keeping vsync 1. i dunno if this will be a permanent fix though since i already had res mode at 0 as it drastically increase FPS. (its true full screen mode)
