[Telsiai] Shops not staying up on Fedimian Suburbs after logging out

Bug Description : Pardoner and Squire shops (and possibly alchemist and enchanter as well) aren’t staying up on Fedimian Suburbs after logging off. The channel doesn’t matter, it just won’t stay up after logging off (number of players in channel doesn’t matter either). Notice how there aren’t any shops around as well. I actually sent ticket few weeks ago but it was closed because I couldn’t provide evidence, but I finally got around to doing it. This bug has been around since the start of the Halloween patch in October. I’m sure there are other maps that is bugged but I can’t remember them right now.

Steps to reproduce the issue :

1. Go to Fedimian Suburbs any channel
2. Set your buff/squire shop
3. Log off
4. Log in again to see that your shop got closed and did not stay up
