i just found the npc for pvp but it does Nothing , is pvp even in the game yet?

In arena it caps your level at 200 and normalizes your gear, people as low as rank 5 can enjoy arena

Do you know if it it averages your stat points so that everyone has the same ammount? Like if I spend INT after 200, itl still be accounted for? But proportionate.
And it will give everyone the same rod or staff depending on whether you equip a rod or staff?
And if you have rank 7 skills, they work right?
