So this quest has 2 objectives: kill 10 goblins and wait for Horatio to finish his investigation. After killing the 10 monsters Horatio just disappears and I don’t know what do, anyone knows?
Best guess: Horatio got IMC’ed.
You have to abandon and retake, happened to me once, basically you have to kill the goblins near him, ‘near’ as in you get to see his messages everytime you kill a goblin, its usually ‘almost there’ messages, the quest will automatically finish.
On that note though, let me hijack and ask where the ■■■■ is that magical paper, its not on the grass like people say, and my quest is also bugged outside Tevhin Cave, kupole isnt giving me ■■■■

I got the same bug for the Magic Paper, what I did to pass by was to ask a friend to get it to me while we were no a party, that way the magic paper would appear as caught to me and the quest allowed me to go ahead 
Thanks. I’ll try that, do you know if I have to kill all of them near him or just the last 1? And for that quest if you abandoned it before they fixed it then you’re like bugged forever, you have to do it with a first timer, the magic paper will appear for him and you’ll also receive it, like riksaboya said.
