Going for swordsman -> pelta -> cata C3 -> doppel-> dragoon. Any idea about this build?
Cata starts at rank 4, you can do something like
Sword > Pel > Hop > cata 3 > Dragoon
Is that build okay for pve/pvp
Yes, it is a popular build to be viable on both, but it is not as effective as a full pvp or a full pve build.

Can i use taunt while on mount?
yes, I think tosbase has info on whether skills can be used while mounted or not
