I cannot answer on behalf of the ToS staff, but I believe it’s because Fedimian was meant to be an EU server from the start, while Klaipeda and Orsha were international. South Americans playing in Fedimian made a mistake. On the other side, those playing in Klai/Orsha were at the right servers for them, as they didn’t have a more specific server until now.
That’s the change, they were intended to play in Klai/Orsha and now got a new option. Yet they were never intended to play on Fedimian.
On the bright side you can begin anew in the SA server
