Well, the description of the item goes like this:
According to an old saying, the origin of the cane is related to the Demon Lord Helgasercle.
There’s a World Boss called Helgasercle, which appears in these location(s): Kalejimas Visiting Room, Storage, and Solitary.
Also there’s a recipe for the item, so I guess it’s the recipe, not the actual weapon, which is that World Boss’ drop. Not sure though, would need someone to confirm it. (In tosbase, the description of the drop section of Helgasercle’s is atm still nothing, so perhaps.)
Otherwise, why don’t you just buy it from the market? I saw a few of them ranging from 40K~44K Silver just a while ago, and a recipe for about 35K. Should be pretty cheap, right?
