Weird i don’t remember it being blocked, are you sure you didn’t got a region lock from steam? I mean, some regions can’t send gift to others and even if they send it is blocked i think.

Yeah, for example, i can’t gift a friend that live in Canada, since i am on Brazil.
Its a shame imo tho, i mean, i used to give her gifts for birthday and christmas.

True, or put a limit on how much you can gift per month, 3 times.
My friend in the Philippines can access my account on ToS… but its different here in KSA i cant access the game it says about geographical blah blah blah…
I suggest you to not do that tbh, well just a warning tho.
It is probably because of the IP address. Since it is a gift from your friend’s region, it will work normally, but when you try to use it it will not allow because of the region restriction, unfortunately IMC can’t do a thing, it is a Steam policy. What you can try to do is ask for a refund, well your friend in this case, and you yourself buy a pack.

So that’s pretty much sure the problem is from the gift!
As i thought, different regions will be locked, that is why his friend accessing his account can enter the game while when he try he is unable to.
you can only play ToS in SEA region since you received a SEA region gift.
always check the region restriction when playing a game.
