That means you are probably one or two monsters away from being fully leveled. It’s kinda the same thing with maps how some of them say 100% but part of the map remains fogged.
try using an EXP card if you have one. had that happen before and it was puzzling at first. then an EXP card solved it and onward to advancement i went.
