I paused my TOS client download yesterday with about 98% completed, when I resumed it today, the Steam began to download from 0.
There is some solution to it?

Ok, the solution provided here: http://forums.steampowered.com/forums/showthread.php?t=3013670 worked, it restored my download back to 88%, I think it could have restored to a higher percent if a had not permited the Steam to overwrite 500mb of files when it was trying to download the game again from 0%.
for someone with the same problem, this is what I did:
Locate the downloaded files in Program Files/Steam/steamapps/downloading/372000
Copy these files to Program Files/Steam/steamappes/common/treeofsavior
then you must delet the files in Program Files/Steam/steamapps/downloading/372000 and the file appmanifest_372000 in Program Files/Steam/steamapps/
Open Steam, ask to install the game.
Then the Steam will verify the files before it start the download again, and hopefully it will start from where it stop.

Well i tried this but it copies all the files into the downloading folder again(the folder is 7gb) but it will still start from 0 mb
