Yes.
I start steam, put my login/password and go to Tree of Savior.
I uninstalled and I am instaling again. Let’s see what happens.

Kindly submit a support ticket with the details of the matter for further investigation.
This is happening to me often. This simply means your Steam has an update pending and automatic update isn’t set. Just reboot and let Steam update, launch ToS again and you should be fine.
