They drop from the level 100+ mercenary mission (seven valley) at a very low rate. It’s easier to get them off green albums but that one is content for level 330 people, though it’s possible to party with people opening them to get a copy of the card
EDIT: early on you can probably settle with necroventer (from level 80 dungeon) and harpeia (from level 140 dungeon)
