Bug Description : I’m not receiving the item needed to finish the magic block quests in this map from the NPC Owynia Dilben.

Steps to reproduce the issue :
- Go to Starry Town
- Speak to Owynia Dilben
- Agree to do quest
- Supposed to get scroll to use on blocks but get nothing
