With how the game currently is, Hoplite and Cata will both bring you much more than Pelt3/Rod would, even with the two circles limitation.
Hop2 does give you 100% uptime Finestra, so it’s not like it’s bad, and Thrust exists as a rotation filler (not like you have anywhere better to spend Swordie c1 points on). That’s what I’d recommend personally… otherwise, I’m not sure you’ll be able to keep aggro on you, even with the 10x hate attribute.
Other than that, you could go Pelt2>Cata1 on a dedicated tank build I guess… Squire is the current tank meta, since the HP buff exists… and you get extra HP/eva from pet with Cata, as well as CC and mobility to dodge magic. Pelt2’s decent, lv10 Swashbuckling will handle all of your tanking needs: lv5’s not enough for a dedicated tank build, and lv15’s a waste of points from overkill.
(Think PvM Cleric1 vs Cleric3)
Dedicated tanks aren’t too relevant at this point in the game, but at least you can use the character for ET that way.
EDIT: Pelt3 might be more relevant in ET than Pelt2>Cata, since High Guard sounds actually useful there and you get 3s duration/15s CD silence with Langort. at this point this is just speculation though, and Pelt2>Cata sounds like its general utility as a tank build is higher.
