I plan on using block instead of evade, but how much dex do I need to hit? should I stack accuracy headgears maybe?
also what does block rate do on shields? most shields are block rate 1 and i know that gives 50 block, what does blockrate 2 and 3 do?
You don’t need to increase 1 single point in dex to hit mobs in PVE.
Just make sure to keep your gloves constantly upgraded (buy new ones as soon as you reach the minimum level).
If you feel like, for some reason, you are missing hits (perhaps your gloves aren’t the best) you can still use gems for additional accuracy. Or you can buy an enchanted headgear that’ll give you accuracy.
About your second question i’m not 100% sure but i’m assuming it’s just a +1 bonus to your block rate.
Multiplies your base block amount by the number
i.e. The amount of your base block * Block Rate = actual block stat
About 50 DEX and a very high level glove.
Block rate multiply your block. So if you have 50 CON (which gives 50 block) and no other sources of block:

Yes, with full plate as well.
I have a full CON highlander lvl 130, never increased 1 point into DEX and wearing plate gauntleds I don’t have any problems hitting stuff. (not using accuracy headgears either)
That’s just an example. Block rate multiplies whatever block you currently have.
