really new to this game and it will be bad to get PD and find out it wont work 
(gonna get it cause it look soooo cool
so - incinerate deal more damage when u get more magic damage rt? (INT and weapon) and to cast it enemy must have a debuff so to be sure - cleric deprotected area or priest monstrance will do?

The enemies don’t need to have debuffs, but debuffs will boost its duration by 2 sec per debuff.
Yes incinerate will scale with your magic attack.
