This is a message to everyone who has had an issue similar to mine as described below. I finally was able the figure the problem out with a little bit of trying everything and thinking really “hard”
THE ROOT CAUSE OF THIS PROBLEM IS BECAUSE YOU HAVE A SPECIAL CHARACTER IN YOUR STEAM NAME.
Remove all special character in your name. If it was something like †TestSub¥“ etc etc make it test.subject plain and simple.

The way to resolve this is to click the small steam icon next to your name in the upper right hand corner of the window of the home page, where the time is.
