you’d be surprised, there are many mmos that make dark skin tones paid as if they’re a luxury.
maplestory m used to have free dark skin tones at character creation, but for some reason, they changed it to make it paid.
RIFT, which is a western mmo which makes it even more boggling, has the dark skin tones locked behind a paywall as well

At least in maplestory 2 you have that option and the cash shop cosmetics ara quite easy to obtain too
I was expecting some warmer colors to come with this update like the edits I did comparing the 3 and 4 tones they showed us 
i like it. For me they can add all the color pallet. We have all sort of stupid costumes why not blue and green skin? It might go well with the Velco costume.
We can have wings, devil horns, pumpkin head… i bet we can end up with some pretty funny memes
