Does the difference between level 10 skill and level 15 skill is noticeable?

Depends on the skill. Sometimes, you want to leave one skill underleveled for the sake of a preferable skill. It is all about the tradeoff. It goes without saying that you’ll need to max some skills to get the most out of them.

Some skills have secondary effects, like causing a knockdown or stun. These effects can be exploited by other skills that might gain bonus damage, or they could simply be an easy crowd control option for you, when you are in a tight spot. Not everything needs to be about the skill damage, but you got to get your damage out of somewhere.

On top of what Simbaoshi said, make sure you take into consideration the cool downs of the abilities and also keep in mind that your abilities will not scale with your character level, only from the 1% increase received from adding an attribute point. There is still a lot of speculation and mystery when it comes to the classes and just what is in store with changes and updates. I recommend just trying to make a character you know will be a lot of fun and caters to your play style. If you’re character build and your play style don’t match up you could suffer more than taking a weaker skill that is personally more beneficial to you. Depend on what skill it is. Some skill at higher level will add more duration or max attack hits. Downside is increase of amount of mp that it’ll use.
