Skill Charges does not cooldown properly

Bug Description :
When casting a skill with a charge, the first cool down duration does not count and you have to wait for an additional cool down duration after all the charge dot indicator disappears to be able to cast the maximum skill charge consecutively again.

Skill Charge maximum examples - Heal (2 charges), Ice Pike (2 charges), Ice Bolt (3 charges), Energy Bolt (3 charges)

Steps to reproduce the issue :

  1. Cast skill with charges and let it cool down at least 1 time until 1 charge dot is removed
  2. Cast skill again until 1 less than the maximum charge dot (ex.1 on heal, 2 on ice bolt)
  3. Skill goes into full cooldown timer prematurely as if all the charges were used up.
  4. This bug does not happen if you wait an additional cooldown duration after the charge goes to 0 to be able to cast the maximum charge amount again (additional cooldown duration - 20 sec on ice pike, 15 sec on ice bolt, 22 sec on heal)

This is an old thread but it is still happening. Very annoying. Is this ever going to be fixed?
