The problem is VIVO (brazilian internet provider). I have DCs at the same time with my friends, but friends who have NET or VELOX have no problem at all.

It may be indeed related to ISP, I had some issues with Vivo playing some mobile games for around a week before X-mes, it got fixed somehow.
Outside that game (KHUX) I had no issues at all and now it’s only happening with ToS
