It used to be able to be picked up by my other character until the optimization maintenance happened where this message pops up on all the shrine offering tools even when changing channels/logging out.

You are trying to take destroyed tools. There are many of them and you need to find proper one. It’s a quest feature. Keep in mind that some of them are hidden behind environment models.
picking the same one will take long time, as @kagacz3 said, move around the area and try to pick others, that is the message when it is not the right one, not an error or bug.
That quest is completely random, i remember once in iCBT waste almost 20 mins trying to pick one, of course i was competing with 2 more players, but still.
