I hit level 50 and did 3 dungeon runs, hit level 60-ish after 3 runs. I received a quest for a level 60 zone (quests are giving me L4 EXP Cards). Should I bother going to the level 45-55 zones to complete quests for L3 EXP Cards?
I did. I noticed around level 80 I was lagging behind and really didn’t want to grind so I went back on myself to the other side of the map to complete some quests I missed.
The level 3 / 4 cards bumped me up enough to get over the exp reset. I would recommend getting every exp card you can, better safe than sorry.

Also, be sure to switch from Klaipeda to Orsha, or vice versa and do zones on that side, too.
Don’t use cards unless you have to. When maps are higher level than your character.
Just an advice. Don’t neglect either of the sides (Orsha/Klaipeda). YOU CAN, but I don’t recommend it.
You can do what I do and switch to the other zone every time a new tier of cards start, starting from level 3 cards.
So for example, when you start getting level 3 cards in Klaipeda. Move to Orsha and do level 1 and level 2 card zones and so on. Zig-zag between the two. 
You should go back not only for the quests but to 100% the map for more exp cards and collection boxes for perm stats

Don’t do low level quest in Orsha that give you level 1 exp card.
It’s not worth.
You can start from level 2 exp card.
IIRC there’s a low level quest in ORsha thats that give stat point from statue. Do That quest.
That’s actually what i did, doing EVERY map 100% + collection in level order and on both start zones, not using a single EXP card until reaching 80. The exp wall hit hard upon reaching this milestone but I ended up having 100 Lv1, 250 Lv2, 480 Lv3 and 270 Lv4 cards at that point, roaming in lv90 maps when things start to get rough.
Then, I steadily used my cards to keep my base level only 1 or 2 behind the recommended level of the map. Now I am 153, I did not grind, not even once, and I still have 100+ Lv7 cards remaining.
So yes, I recommend you doing lower zones, they give a lot of exp cards, while enjoying the game and honing your skills

Uhh well there’s no complete and well detailed guide of everything so far
I’ve only known things through scurrying forum threads and in-game feel so yeah.
EXP Penalty - take a look at this table. It might be slightly old but it explains why people don’t want to party up with people over 10 levels above theirs if they don’t need to.
So you get most out of the zones that you’re playing in. If you overlevel a zone, or you’re underleveled, you don’t get the best xp from killing the mobs in the zone.
It’s not much of a boost, but it does help if you’re getting optimal xp on the map while doing quests. Especially if you have a token with that extra xp gain.
Just a word of warning,
There isnt any ‘lvling walls’ between 1-130 as long as you follow the quests from klapedia and orsha unless you did something seriously wrong.
Lv186 is the first real wall. You wouldnt want to spend any lv 7 or 8 cards before like lv 165 if you want to smoothly transition into 190+. Personally I grinded from 140 until 168 (had 190+lv7 cards by then).
