Camped it for 6 straight hours, I only waited for that in 1 day.
Rumor says respawn timer is around 6-12hrs.

and will there be a problem if i reset even after getting the recipe from the scout master?
5-10min of no character/s in channel iirc.
I don’t think so, Shinobi unlock quest is available to all regardless of lvl/rank.
