I believe they can’t because of the deal with LUG. They are probably avoiding opening a server in brazil, but theres no other AWS server here.
Keep in mind this is a personal guess.
What that said, we all would love to have a separate server, probably an English LA server. I’ve got disapointed when they announced those other regional servers to be honest 
We get worse pings than most europeans
