ping: -150 would be ideal I think 
ideal is <1ms, no compromise on that. Action based game should have 100 at most IMO.
yes ok but assuming that the Latin American server is physically located in NA i hope at least ping Below 150 and of course one server located in latin america ensuring ping: (- ~50~ +) would be even better.

If a local isp is going on a really bad path…not going help much. But then it depends on the major backbone points being hit too hard on high traffic times or not.
My Canadian friends really really hate chicago for that very reason.
