Here in PH (which is also considered a third-world country) I expect it to be opposite of what you say.
There are significantly more people w/ mobile devices but with no PC than those with both.
From what I’ve observed, TOS actually only eats very little uptime data and they “probably” can even make that lesser on mobile.
Connection isn’t really a problem here anymore as wifi hotspots are almost everywhere (at least in urban areas) and data plans are becoming cheaper and more easily accessible.
Unless you really want to be competitive which is a funny thing to say for a mobile game (Vainglory being an exception but it’s a MOBA anyways), I think the TOS mobile version can work.
Most mobile gamers I know are considered casual gamers (most usually have regular jobs and just game whenever they can) yet they are super-willing to go P2W for anything the logic being “why waste time when you can buy it”.
Hell, some people here will trade IRL stuff and money for CoC accounts.
How the dev and publisher delivers it to the platform would be the deciding factor of its success.
