Second Anniversary DLC content missing?

Bug Description :
So I started playing again after years, made a new steam account (3 days ago) to play with and assist my friend in Sigita. I just added the Second Anniversary DLC to the Library of the account and to my surprise, I haven’t received any of the said DLC’s contents (what’s the probable cause of this?) despite it being on my library whilst my original character in Telsiai on my main steam account had obtained the contents of this DLC without any problems.

Using this account try to create a team in Telsiai, it’ll give an error, now go back to Sigita the items should be in your message box.
