Searching for ~Lvl30 Rod (2 Stars, blue background)

I am searching for a Rod that looks like this:

I think it has some sort of fire magic enhancing effect. There are about 3 rods that look like this listed on ToSbase but this one is supposed to be a rod obtainable around lvl30. It’s probably a lvl15 item not sure.

Did anyone obtain this item in the game before?
