My question is will people be able to transfer from SEA to Klaipeda or Orsha at some point or are we stuck playing on this server. I would like to switch to one of them since some of my online friends decided to play on them
No, you can’t. They clearly stated it in the FAQs for server transfer 
I don’t see them denying a transfer from those servers in the FAQ. If your talking about the server transfer that is happening right now, I know that i cant transfer I’m speaking if they will do it in the future. They let people from the American servers transfer to SEA, EU and the new SA but so far they have not let SEA or EU transfer to other servers as far as i have seen.
That’s because the NA servers were created before the SEA/EU servers so people couldn’t have created their characters on SEA/EU at the start.

They said at start all players will get 1 transfer when the game hit f2p, if you bought at least 1 Founder’s Pack.
Plenty people asked the same around the forum and Staff Julie said nothing changed in the information till now, so she believe we all gonna have a change to transfer, maybe not who already did, I think.
