Screen Tearing and Flickering

Bug Description :
(letting us know what you were doing before, during, and after the bug happened will help us a lot)
While leveling the screen flickers and suffers from screen tearing, I thought my 780 GTX may have been overheating but temperatures are fine. Updated with latest graphic driver.

Steps to reproduce the issue :

  1. Just playing the game

happening to me too :

Even tho this is a old card i can run:
DotA 2 on max with antialiasing x8 with 60 fps.
GW 2 on field boss on max with 4x antialiasing with 45 fps.
League of sheet on max with 150 fps.
Heroes of the storm on max with 45 fps.
But ToS 30 fps, and some spikes up to 60 fps, but mostly on 30 fps…like what ?
