I swear to god I’ve been here for 5hours talking to the Chronomaster and have not gotten the damned rune. Is there a bug or something? I heard it’s supposed to be every 3hrs that she will give it out. Anyone can help?
Use the addon that shows hidden buffs. You will see the countdown to when you have to talk to her. I seriously question why such a timer has to even exist.

When I waited at the Chronomancer Master with the addon to show hidden buffs, waiting till the timer hit 0 seconds on that waiting buff did not result in her giving the runestone. Had to first walk away till she was off-screen for that buff to expire before talking to her again.
Just something to note. Some people recommend changing channel and back again to refresh the NPC, either way works I guess. Wouldn’t risk leaving the channel though.
when it hit to 0 and blinking mean it actually have some 10 seconds left, wait until the buff icon vanish completely only talk to her.
if you log out and log in again it might result the buff reset when the map have nobody else
I should have mentioned I do have the timer installed. When I talked to her at 0s it reset it for 120minutes Thus the 5hrs. I’ll try it again by walking away this time before talking to her
Oh look the timer reset again at 50minutes to 180. WHAT THE HELL!
I faced the same problem as you previously, but as said, no need to walk away, just wait the 0s blinking completely vanished only to talk the her.
When there is 0s icon blinking, it just mean the counter is not actually complete.
It is the same with some buffs, like Moles/Chapparition cards, it say 6s but in actually the buff icon only 4s, when it reach 0s it will still blinking for 2s, resulted actually it is still correct as a 6s buff.
