In your case, use the truckload of Golden Anvils we get from current Arbor event to first reach +12, because a Ruby Anvil won’t do anything different until that point. Starting from +12, a Ruby Anvil will only deduct a normal point of enchantment if you fail, while the Golden one would bring you back to +10. I would suggest to use them on a weapon though. Note that nothing can prevent your +12 item from falling back to +4 with Ruby Anvils if the RNG decides to run a failure streak at you…
