Since bulk of the loots are 0silver worth HG items, make oblation an item dismantling service. Gives 1% more powder per lvl, and also increase chance for enchant orbs.
Additionally, the pardoner also gains equivalent powder to the amount increased.
E.g. customer gains 40+4 powders, the pardoner gains 4.
